Renders will take less time with Draft quality, but will appear grainier.
Normal is usually a good speed-quality trade off.
Production will yield the best results of the three, but takes the longest. You should only consider using Production on the foreground elements of a final render.
Note: Print Production and Highest Quality settings are now also available. Print Production provides smoother results than Production (although is slower) and Highest Quality provides the smoothest results, but takes longest to render.

Normal makes no adjustments.
Screen lightens the surface, while preserving the darkest areas.
Multiply darkens the surface, while preserving the lightest areas.
Hard Light screens light areas and multiplies dark areas.
Soft Light dodges light areas and burns dark areas, but leaves neutral areas alone. Soft Light is excellent for skin.
